人事代理的定义：

人事代理，即企业将人力资源管理工作非核心部分的工作全部或者部分委托给专业的人力资源服务机构管理，人力资源服务机构与企业签订人事代理协议，以规范双方在托管期间的权利和义务，以及需要提供代理（外包）的人事服务项目。它是策略的利用外界资源，将企业中与人力资源相关的工作与管理责任部分或全部转由专业服务机构承担。

Personnel Agency is that the enterprise outsource the non-core part of the human resources management work to the professional human resources company. BOoth of them sign the Personnel agency agreement to provide the rights and obligations for both sides during the time of trusteeship. The strategy is that the enterprise use the outside resour ces and make professional service organization undertake the all or part of responsibility related enterprises's human resource work and management responsibility.
